NTE Mobility Partners Segments 3, LLC (NTEMP S3) was responsible for maintaining the safety of that segment of highway by using proper ice-remediation techniques. It failed to do so properly resulting in the ice-covered highway being open to traffic. Over 130- vehicles crashed in a huge pile-up.
